10/2018 Thomas Wray

(Still Pending) Reallocation of the Payroll Coordinator position to a HR Consultant 1 position. Met with OFM and had an informal conversation regarding this matter. OFM informed me they will be speaking with the Assistant AG, to determine if TCC should reverse their reallocation decision; or to have this matter to be heard by PERC. Talked with Valerie Inforzato on September 24, and October 9, and she has informed me TCC will be sending an updated Notice to reflect the following proposed changes:

  1. The newly proposed job title
  2. The PDF for the newly proposed job title
  3. The newly proposed salary and range
  4. A “compare and contrast” list of the job duties associated with the Payroll Coordinator, and the newly proposed job title

Reclassification – Program Assistant to Program Specialist 2 position

The Program Assistant position in E-learning is currently vacant and the newly hired person will receive a Range increase (to 42).

  1. Reallocation of Program Assistant to Program Specialist II – The Program Assistant position is currently vacant, and with the Reallocation to a Program Specialist II, the pay range will move to range 42, effective July 10, 2018, and remain a WFSE represented position.

Reclassification Secretary Senior to Secretary Lead – This is currently a vacant position, and will receive an “upgrade” regarding pay and classification. The new classification will remain within the WFSE BU.

Settled DTB:

Temporary Reduction of FTE (Early Learning Center) – Met with TCC and OFM on June 18 and have an agreement in principle:

The ELC department will have three (3) different work shifts (Monday through Thursday) for the summer, effective June 25, 2018, and will resume it’s normal 5x8 work schedule for the 2018-2019 School Year:

  • 6 employees will work - 4 days / 8 hours (4x8) – Eligible for Leave w/o Pay
  • 2 employees will work - 4 days / 10 hours (4x10) “Non-Commitment” – Subject to be asked to come in late or leave early, and eligible for Leave w/o Pay; or use vacation hours to cover and hours not worked. “Non-Commitment” means, these employees could request a 4x8 schedule at any time during the summer.
  • 6 employees will work - 4 days / 10 hours (4x10) “Commitment” – Are not eligible for Leave w/o Pay, and only Six (6) ELC members are allowed to work a “Commitment” 4x10 schedule. “Commitment” means, these employees cannot request a 4x8, or a 4x10 “Non-Commitment” schedule at any time during the summer.

The ELC is facing a huge budget shortfall, and the temporary reduction in FTE during the summer months will help keep the ELC doors open and help ensure the ELC will have a return to a normal FTE work schedule for the 2018-2019 school year.

(Still Pending) DTB re: a Notice we received informing us that TCC proposal to reallocate the Payroll Coordinator position to a HR Consultant 1 position. Thus, removing this positon out of the BU. I have consulted with Herb Harris, Teresa Parsons and Britt Kauffman on this matter, and will continue to coordinate with them as I proceed with this issue. Sent an additional information request on May 29, 2018.

Filed a DTB on the following Notice:

  1. Schedule change and reduction in hours for the Early Learning Center – TCC is proposing to change the schedule and reduce the hours for 15 members. Their proposal is:
  • Change their work schedules from Monday through Friday and 40 hours per week to, Monday through Thursday and 32 hours per week.
  • The change in schedule and work hours would be effective from June 25, 2018 through September 14, 2018.
  • This proposal would result in a 20% decrease to the affected members FTE status.
